STUDENT ADMISSION POLICY 2021
The primary goal of the Admission Policy of DBTI is to outline the process of admission and the enrollment of students. DBTI admits students with intellectual and character potentials, following agreed standards, irrespective of social, racial, religious and economic considerations.
I. General Information

Undergraduates at DBTI enrol in one of the ten programs with specific codes:
1. THE DIPLOMA IN TECHNOLOGY is a three-year program designed to prepare the students for work that requires a broad range of complex technical skills and in-depth knowledge of the trade. Over the years DBTI has observed a gradual decline in the quality of the grade 12 school leavers enrolling in the institute. To help the new students, DBTI is introducing a foundation year for all students in all the programs. In the foundation year, all students will take the basic and appropriate units in Physics, Chemistry, Mathematics and English, Technology and Christian Living to help them settle into higher education studies. A philosophy of education for life is rooted in each trade specialization program, which likewise caters to a curriculum that is competency-based and relevant to the times and industry needs.

2. THE BACHELOR PROGRAMS IN VARIOUS TECHNOLOGIES is a four-year program designed to prepare the students for work that requires a broad range of complex technical skills and in-depth knowledge of the trade. The first year is a foundation year for all students. A philosophy of education for life is rooted in each trade specialization program, which likewise caters to a curriculum that is competency-based and relevant to the times and the industry needs.

3. THE BACHELOR OF EDUCATION - TECHNICAL is a four-year program designed to combine technician and pre-service technical teacher education. Like all other programs, a foundation year has been developed for all students to take up upon enrolment. Upon graduation, the Teaching Service Commission awards the Provisional Registration Certificate that enables graduates to take up teaching positions within the Papua New Guinea Education System. This program has minor options in English, Mathematics or Religious Education.

II. Freshman Admission to the Institution
New intakes admitted to DBTI fall in two categories – the school leaver (hereby referred to as SL on this document; and the non-school leaver (referred to as NSL).
A. School Leavers (SL) are current Grade 12 students who are interested in applying to DBTI. Prospective SL freshmen are strongly encouraged to put DBTI as their first or second choice in their Grade 12 School Leaver’s Form (SLF). Those who put DBTI as their first choice will automatically be selected for admission to DBTI as long as they meet the DBTI entry requirements in their Upper Secondary School Certificate.

Specify the choice of COURSE/PROGRAM, e.g.: Bachelor in Information Technology
Write corresponding CODE, e.g.: DBTI 1/6
Entry Requirements
A minimum grade of “C” in Physics, Biology or Chemistry|"B" in Language & Literature and Applied English and "A" in General Math or Advance Math on the Grade 12 certificate obtained from a recognized national high/secondary school or its equivalent in recognised Matriculation Centres, Distance Education Programs or other schools abroad
Passed the National Examinations for Grade 12 or other equivalent standards such as Form 6
Admission Procedure
Selected School Leaver Applicants
Annually, the DBTI’s selection team headed by the Registrar attends the National Selections for Grade 12 mandated by the Department of Higher Education, Research, Science and Technology (DHERST). Beside the GPA, factors like gender equity, geographical or province distribution, preference to Catholic students and priority for Bosconian graduates are taken into consideration by the DBTI’s selection team in order to come up with the final selection. Prior to the national selections, a quota for new intakes for the various programs is approved in the final Board of Studies meeting. Recommended SL applicants from other Don Bosco schools are forwarded to the Registrar one week before the selections for consideration by the DBTI selection team.
Once the selection team reaches the quota for new intakes, selected School Leavers are admitted through the following procedures:
1. DBTI Registrar prepares Acceptance Letters and sends them to successful SL applicants. DBTI Selection list is also officially published in two national newspapers for wider dissemination.
2. SL applicants enrol at DBTI on prescribed dates with complete requirements. Applicants who do not enrol within two weeks of the start of enrolment may lose their spaces.
Enrollment Requirements
Once selected, the student submits the following requirements during the enrolment period:
Original copy of Acceptance letter from DBTI
Original and duplicate copies of Academic transcript of Grade 10, Grade 12 or equivalent
Reference letter from the Principal of the last secondary school attended
2 passport sized ID photos
Parents/Guardian Consent (DBTI standard form)
Medical Certificate
Original copy of Offer Letter from the Department of Higher Education, Research, Science and Technology for those under the TESAS Sponsorship (HECAS).
B. Non School Leaver (NSL) students are those who have completed grade 12 a year or more before current grade 12 students and wish to apply to DBTI for studies.
DBTI is also open to NSL applicants. Each year, the institute reserves a fixed number of spaces for NSL’s for each first year class. This number is determined during the final Board of Studies meeting every year.
Timeframe for NSL Application
NSL Application Form availability and submission begin by month of April. Completed forms must reach the Registrar’s Office not later than August of the year of application
Screening, shortlisting and giving notice of screened NSL applicants by a committee headed by the Registrar by September
Taking of Entrance Test administered by the Guidance and Counselling Officer starts in October until the middle of November
Posting of the list of successful NSL applicants and sending out of Acceptance Letters (together with SL applicants) in December
Important information for accepted NSL students
Acceptance into any DBTI program is under self-sponsorship for one academic year.
Students, who obtain a GPA of 2.25 after completing one academic year are eligible for HECAS scholarship from the Department of Higher Education, Research, Science and Technology (DHERST).
Entry Requirements:
(Number of grades 'C' or better from[Chemistry, Physics, Biology] is greater than or equal 2) And (Number of grades 'B' or better from[Advnaced Mathematics, General Mathematics] is greater than or equal 1) And (Number of grades 'A' or better from[Applied English, Language & Literature] is equal 1)
- All these will be on the Grade 12 certificate obtained from a recognized national high/secondary school or its equivalent in recognised Matriculation studies, Distance Education Programs or other schools abroad
- Upgraded marks from accredited matriculation or learning centres (if applicable)
- At least 50% Pass rate on the Entry Test in all subjects
Enrollment Requirements
Once selected, the student submits the following requirements during the enrolment period:
Original copy of Acceptance letter from DBTI
Original and duplicate copies of Academic transcript of Grade 10, Grade 12 or equivalent
Original copies of transcript of upgraded marks (if applicable)
Reference letter from the Principal of the last secondary school attended
2 passport sized ID photos
III. Late and Walk-in Applicants
Walk-in applicants are both SL (applicants who were not selected during the National Selections and NSL (applicants who did not express interest within the application timeframe given). At the end of the first week of the Academic Year, the Registrar determines the number of spaces available for walk-in applicants.
Following the usual SL and NSL entry requirements, walk-in applicants are screened after determining availability of space. If available spaces in any program do not match the applicants’ preference, DBTI may offer another available program based on the applicant’s experience, qualifications, abilities and interests. Unsuccessful walk-in applicants are advised to re-apply for the next academic year, to do some upgrading or work which can enhance their qualifications for future selections, or to apply for alternative courses at other colleges or educational institutions.
Late Enrolments. Students applying after two weeks of the start of enrolment are considered late for enrolment. Late applicants are given until week 4 of the Academic Year to be admitted. The Registrar is responsible for ensuring that all enrolment requirements are submitted properly. All late enrolees are highlighted by the Academic Head as learners who are at risk of early withdrawal, to ensure that extra coaching sessions or support is provided for them to catch up with missed lectures.
IV. Conditional Entry/ Special Exceptions on Minimum Entry Requirement
Applicants who have low GPA may be offered a space, but only after the second week of enrolment, subject to probationary conditions, which will be outlined to the applicant at the time of the offer. The lowest GPA mark which can be allowed for exception is 1.5. The following cases may be considered for exceptions on minimum entry requirement:
Coming from Don Bosco schools with Salesian recommendation and high marks in technical subjects
Recommendation from influential people like church or government officers
A decision to admit an applicant under these circumstances will be at the discretion of the Rector.
In line with DBTI’s Catholic character and Vision Mission of giving preferential option for “marginalized youth,” and following practices in the application of Don Bosco’s educational system as well as applying DBTI’s Core Value of Solidarity, the Rector has the prerogative of admitting any applicant, who may not meet the required admission requirements, on the grounds of being financially, culturally or morally disadvantaged
V. Change of Technology
The change of technology, although highly discouraged, is done through an application to the Registrar until Week 4 of first semester of Year 1. After receiving suitable advice and written consent from the Technology Head, the student justifies before the Registrar one’s reason in applying for the change of technology. Approval is subject to availability of space in the desired technology. The Registrar clearly explains to a student under HECAS scholarship that any change of technology forfeits the scholarship of that student, who will then be considered as a self-sponsored student.
VI. Progression
Progression follows at the end of each academic semester. Students who pass all units taken in a semester are qualified to progress to the following semester. Students are required to register for the units they are taking at the beginning of each semester.
Applications from Debtors
The Institute reserves the right to refuse admission to an applicant who has outstanding debts from a previous semester. Any appeal for admission must be filed to the Office of the Rector.
Pre-requisite units
Students who fail pre-requisite units, or who still need to complete supplementary requirements, are not permitted to progress to the next unit for which that unit is a pre-requisite. They can, however, take all other units in the program. Students cannot graduate until they have completed failed or incomplete units.
Withdrawal
A student is allowed to withdraw from a unit or from the program until week 9 with appropriate refund stipulated in the Student Handbook. A withdrawn (W) record will be reflected on the unit/program withdrawn.
VII. Readmission
A student who withdraws from a unit or program for various reasons may be allowed to be readmitted to the unit or program. To be admitted a student must reapply to the Institute through the office of the Registrar for readmission following the procedures as stipulated in the Student Handbook.
A student who wants to return to the Institute to do a different program is subjected to the same procedures for new intakes as stipulated in Section II of this document.
A graduate who successfully completes and graduates with a three-year Diploma in a specific technology (e.g. Diploma in Electrical Technology) can return to do one’s Bachelors Degree in that particular technology after a minimum of five years work experience. Such a student can return and complete the Bachelor degree in one-year full time or two years part time through a flexible mode of delivery. However, for a graduate of the Diploma in Information Technology, the minimum period is two years because of the nature of this technology.
Graduates are strongly encouraged to return and complete their bachelor degree because of the rapid change in this area of technology.
Graduates who intend to apply for a different program will need to complete the requirements of that program as stipulated by the Institute.
